DLC problems, no dialogue, no skill descriptions

I bought the game over Origin with DLC's. Return to Ostagar is missing all dialog, also location descriptions. Monsters have broken names. Darkspawn Chronicles also has broken monster names. It looks...

Done that, repaired via Origin repair function. Did nothing.

Click the link at the bottowm of the page is a big star with a ck mark, saying registered game content, click it, and then you should sign in with your Origin ID to the new page. IT should bring up a list of all your ME, DAO, DA2 DLC that you can have in your games. Find the one that is giving you issues and see if you can't dl it manually and have it install.
