Download regression?

Has anyone found a solution for this issue yet? I have seen a few threads on this forum, but nothing with any solutions.

    Strangely enough, booting into Safe Mode with Networking allowed me to download the game with no problems.

I've been searching since it was unlocked the other night. Nothing at all has worked. I put in a case for it and it was automatically flagged as "solved"... yeah, no it wasn't.
