Draconology bugged, Federic is not there.

I have done everything for draconology and the quest says to find frederic. I have gone to his camp and he's not there. I don't know what I've done wrong.

On a side note, I have also made the dragon lure without ever speaking with Frederic.

What system are you on? His camp is very near to the most southern camp, so I doubt it's just an issue of looking in the wrong spot.
Try transitioning zone twice, to test. So go to skyhold, then any other area, then back to the Western Approach, then see if he spawns as he should.

Ok, I will try that. I'm using the PC version.
