Had the same problem for my laptop.
But didn't have the problem on my desktop.
Inside desktop is:
CPU: i7-4770k (Quad-Core)
GPU: R9 280X
RAM: 8GB
Windows 8.1
Inside laptop is:
CPU: i5-2450m (Dual-Core)
GPU: 7670m 1 GB DDR3
RAM: 8GB
Windows 7
Big difference in set-up and the quad core myth could be the problem indeed.
But got it to work once or twice on my laptop.
Now i found out on my windows 7 laptop, if I run in compatibility mode (windows 7) it works.
So properties and then turn on run in compatibility mode and then select windows 7.
Worked for me. Hope it helps you and anyone else here.
Oke small addition, I changed those settings and the first time it worked immediately so I thought AWESOME, fixed it.
Probably didn't cause now it doesn't work anymore... too bad. Will continue testing and add the (hopefully i find it) solution.
Found the solution for me, Kept everything the way i described here, and turned off ingame origin. Now starts everytime, and let me play everytime.
