Have you ever applied the framerate fix? If you modified the game shortcut or created a user.cfg file to unlock 60fps in cutscenes, you have to disable it or you can't get past character creation.

I've not done either of that. I don't even know what the framerate fix or 60fps is tbh. I've installed the game, created my character and the bug was there right from the start without me doing anything except changing keyboard shortcuts, but I doubt that has anything to do with it.
