Dragon age Inquisition war room bug? (PC)

Hi I am wondering if anyone can help me with a game breaking bug i found.

I'm currently doing the Hushed Whispers quest and it says i gotta return to the war room and so i go there and click to enter the room, the loading screen pops up for a long time (about 6-7 min) then the room loads BUT the cutscene doesn't play, all the NPC are standing around the table idly and i can run around which shouldn't happen. plus i cannot click on anything at all.

I've tried Repairing the game but it still doesn't work

Does anyone know how to fix this bug?

P.S. Yes, i do use mods but they haven't been a problem so far.

Have you disabled them to make sure?

Ok i disabled them and it worked but now i don't know which one caused the problem >.<

Nvm, I found the conflicting mod XD only took me a few hours to do so.

It's almost always a GUI mod.

Does your mod manager have a mod generator for conflicting mods?

I'm having the same issue, and I know this thread is old, but what mod did it end up being?

This is old, but hopefully this helps people in the future! I had only just installed a mod for Dorian's outfit, so I removed it, and it worked. Because he enters in during the cutscene, perhaps alterations mods to him have issues loading here.
