Does this game have these features? Do the dragon age inquisition able to upgrade castle buy mercenary send solider thing like that and if so let say this game is best game every but. the another ...

Yeah, that shouldn't be a problem. There's no region locking or anything like that for the PC version

Another update:
The Inquisitor's Edition is now also available from Micromania in France (the French Gamestop affiliate).
However, someone came up with a 'great' idea... the IE in France is sold WITHOUT the game! You still have to buy the game separately:

(and in case you're wondering... no, Micromania does NOT ship internationally - just like Gamestop)
