I have spoken with two separate support members now and neither of them have been able to fix this.
2 days ago I made a new character with absolutely no problems. My custom world state imported and everything was working.
Today I decided to make a different character to try out a different class, only to see that I only have access to the default world state.
So I get onto the keep, make a new world state, and import it. It says it imported properly. But when I launch the game again and attempt to make the character, I still only have access to the default world sate. I've tried every single suggestion I've been given and nothing has worked
The only thing I noticed is that on the keep page after I import, it shows the date and time as 03/01/2019 1:30:03 UTC+00:00
Even though it was 9:25pm on 2/28/2019
I dont know if that is what is causing the problem or what. I just want to figure this out and get it fixed so I can play the dang game

it happening to me now aswell come on EA fix this...
It's the weekend now, so I doubt we'll see a fix before Monday. I'll be surprised if we do see one.
I just finshed origins and 2. So I’m gutted I can’t play without the default option. Typical.
