Dalekroux's solution (answer #96) worked for me too!! Thank you very much!
I first had tried dalekroux's second solution (the one in answer #101), and it didn't work for me. Specifically the "ipconfig /renew" command didn't seem to be working. I ignored and restarted and it didnt fix it. But the first one did, so thanks a lot :D
[Update: strangely, it only works once every time you start the game. I tried creating a second character after the first one and it didnt let me use the World State. You need to restart the game and then it lets you use it again]
[Edit: Now it's #105, apparently the number changes on thread merges, so it might still change again]
