Dragon Age Origins: "Failed to Detect a Supported Video Card"

I get this message any time I try to launch the game, whether I launch it through Steam or through EA launcher or through the DAOrigins.exe file in the games bin_ship folder.

I have tried many things.

-Reinstalling and repairing game

-Reinstalling legacy PhysX and restarting 

-running vcredist_x86.exe as administrator

-Updating Nvidia drivers

-Going to Nvidia Control Panel 3d Settings and setting the GPU to Nvidia RTX 4090

-Deselecting full screen option

I think what is happening is the game is detecting my integrated Intel GPU instead of my Nvidia GPU. I've run the game before on a different machine that had the same Nvidia GPU.

I've read about people having success by changing the name of a file dxgi.dll in the bin_ship folder to d3d11.dll but I have no such file. Has anyone experienced this or have any ideas what to do? Thanks
