I ran the system file checkers, etc, though this is a fairly newer build, only a couple months old, the only errors it found were all related to windows defender, but nothing critical. Everything has been corrected, however the same problem still remains, as the original post.
I'm having the exact same issue, was wondering if you ever got any answers?
