I have exactly the same problem. I got my DA: O for free from Origin and I can't register it on Bioware. So I contacted the EA help. The advisor informed me, that they know about the problem and that the team of specialists is working to fix it.
Although I asked, he didn't tell me if the technical issue was on the side of EA or Bioware. He only said it will be fixed and I will be able to register my game, but he didn't tell me when.
At least that's a response. Hopefully they will let some of us know when it is resolved so we will know when to try attempt our registration.
I got the same problem too. I can`t register my DAO in Social Bioware Network, but another games works correctly. Site unformed me that "Your Dragon Age: Origins data is now read-only" and I must go here http://forum.bioware.com/topic/514993-syncing-previous-games-with-the-keep/ for solution, but it wasn`t helpful.
