Have the same problem but currently should it work if you follow these steps:
1. Deleted the game.
2. Set the game to download.
3. Pause the update.
4. Fully install the games (All 44gb. Press start on the game in the xmb then select information to see when this is complete)
5. Start the game. (This will start the update)
6. Install the update.
7. Play
- I'm still pretty sure that you have to delete/not download the addons we payed extra for... Bioware please step up!

Do you have the delux edition, Csoul?
If so, you could follow this step-by-step and see if it'll change anything for you( assuming that you haven't done it this way already). It's what ended up working for me.

Sigue estos pasos:
1) Entra en "Aplicaciones"
2) Entra en "Gestión de almacenamiento del sistema"
3) Entra en "Aplicaciones"
4) Entra en "Dragón Age: Inquisition"
5) Ahora observa "Estado de la descarga". Podrás ver que no está completa y que por tanto el juego aún se está instalano en tu PS4. Este es el motivo del error.
La solución es evidente, esperar con paciencia a que se descargue el juego por completo.
