To specify, the issue comes from having more than 20k influence after reaching inquisition rank 20 (like, if you buy those books granting 200(?) power, thus overlevelling) the simplest fix is to use cheat engine, along with the table by olegbl (found here: http://forum.cheatengine.org/viewtopic.php?p=5566220)
The steps are simple: this is only for PC
1. Open CE, attach it to the DA:I process (preferably using the VEH debugger, check settings for that. not using it can cause crashes)
2. Open the table you got from the link
3. Check the box next to the inquisition editor (all the values will show up as "??")
4. In the game, go to a random shop and buy/sell something (to update values ^)
5. Edit your amount of influence to 190,010 (giving you 10/20000)
6. Restart your game and enjoy being rid of the annoying sound
(do note, reaching inquisition level 20 takes an accumulated amount of influence of 190,000 so it's ok to have your influence anything between 190,010 ~ 209,990) it seems Influence still accumulates after reaching the highest level (odd though...) so if you end up going above 20k again, re-do it. *[edit: i initially thought you wouldn't gain any more influence, but i was wrong in that assumption]*
*I did not take part in making any of the stuff used, so no credits to me on that.
**For anyone afraid of using cheat engine, i can say as much as you won't get banned for using it to manipulate single-player stuff, but if you are too afraid, start the game in offline mode or something, do the stuff and then close and uninstall CE or whatever floats your goat.
***This is a temporary fix and i do not -in any way- encourage the use of cheat engine for anything else than bugfixing, whatsoever.
