Still experiencing this issue as well, especially in the Exhalted Plains. Really disappointing to see there hasn't been any acknowledgement of this issue on Bioware's part.
I'm running the game on an Gigya R9 290 with Direct X11. I've removed any overlay programs on the game and did a clean instal of AMD's latest drivers.
