Ferelden Locks

They are typically dropped by bandits around the Southern portion of the map. It's spawn chance is apparently tied to the "completion" of the Hinterlands zone.
Again, I am back in this area, just wandering around and killing. Nothing. Do they NOT drop at a certain point? I even made sure I had the quest set as active.
I had killed most enemy NPCs by the time I got the Prisoner Cages requisition.
I am at 3/5 Ferelden Locks.
I am now level 16, at Skyhold.
I returned to The Hinterlands and found mostly Red Templars enemies.
I did find two spots where I there was a pair of outlaws. They did not drop the locks.
I also returned to the Grand Forest Villa. There were zero enemies.
EA: Please fix the respawn for the enemies that drop this item. Either that or give us a way to dismiss the requisition.
I have went back many times, hours of time, managed to collect a bunch of herbs, but NOT ONE LOCK. Not from outlaws or the red templars. I think my inv filled up at the beginning of the game, and not knowing what that misc **bleep** was used for, sold what I had. Oh Joy. This just pisses me off. Does this game even have a bug report trick? I run across tons of stuff and will report it for free if they had a tool to do so. It just makes me wonder what stuff comes after those prisioner cages that I can't make that I will need at the end game. (If it works that way)
After a certain point one cannot complete this quest however there is a mod where you can purchase it.. and uninstall after if you wish or keep the mod. Check out : http://www.nexusmods.com/dragonageinquisition/mods/814/? this enabled me to finish the quest props to the mod author
I know after the last update # 10 I think, I went back to the Hinterlands and I started finding them. Found enough to fill request three times.
