Forever Bugged promotion quest

BioWare isn't here. That said, they are no longer updating the game, so I can safely assume they won't fix it.

I have no problem promoting him unless I have judged everyone before I get that option. As long as I have a judgement to do, then I can promote him. Just don't judge everyone, I usually save Poulan for this purpose.

@carodwen Some players have found changing the throne in the throne room can help with this bug (the default Inquisition throne tends to be a safe option), or sometimes cause it. Also, as @DarkAmaranth1966 said, you may need someone else to judge for it to trigger. 

This is the first game that i selected the Templars instead of the Mages. I didn't know there was a problem, so I have already judged everybody. I tried changing the throne, but that didn't help. The quest is still active, but I haven't looked in the journal yet to deactivate it. I would write a mod if I knew what I was doing! Maybe someone else could do it?
