Game refuses to download spanish text files

I have tried repair download and check for updates, with the client language set on 'Spanish (Mexico)'.

I don't know why this is happening. The files in question that I need are 'es.sb' and 'es.toc', located in '[...]\Dragon Age Inquisition\Data\Win32\loctext\'

If someone could please help me to solve this or share the files, I'll really appreciate that.
