I had a different problem with different quest in that area, an NPC just vanished and game marker showed some place where he was not.
Going out of the area by fast travel to the keep and back to the area from the War Room, actually did not affect the quest marker untill I was actually few meters away from the NPC in his original spawning point.
Long story short: Try to reload the location 🙂 Might work with bears. Also search area, the item might have dropped, sometimes the drops teleport or are even stuck in rocks or ground.
Sadly I've tried all that and still nothing. I searched for quite a while in the area around where the bear was standing at and couldn't find a drop.
