I had this one as well ---
What you have to do is simply leave it be and perform other quests/explore, eventually you'll find that last bear again to finish the quest.
However, there is a more funnier bug in that, and I don't know if this will happen to you, but when I finally found that last bear --- all the .......'n bears in Thedas apparently found me too so when I went to attack it, 3 brown bears suddenly spawned.
This is a very unstable game my friends, tread carefully.

This isn't just isolated to the PC version. I'm currently having the issue on Xbox One. I killed the third bear but he froze and never dropped the last claw. Now I can't get any bears to spawn. -- I left and came back and one bear spawned but only drops a bear hide.-- This is the second crazy bug that I have come across in the last 8 hours.
No third bear for me either.
Someone told me to use an earlier save. Before I killed the first two.
This works.
Unfortunately,the only save I have from before I killed the two bears is also before I killed two dragons.
Screw that bear claw. lol
My story is over and I'm just going for 100% completion. I guess it's not gonna happen.
