Try running Driver Uninstaller, http://www.guru3d.com/files-details/display-driver-uninstaller-download.html before installing the latest video card driver.
I'd rather not download another program, and I know i got all the drivers off my PC doing it the way AMD suggests.
My only other thought, nwo that I slept on it, is that it might be my operating system, but I am not sure how seeing as its never been a problem before.

I found the problem, for some reason my AMD drivers didn't update, as I went into the Catalyst Center and it showed my version as still 10.10 ! So, I am not sure why it isn't updating.
So, no matter what I do, my graphics card reads 8.782.0.0 as the driver version in the device manager and 11.02 when I attempt to start the game. Also, the Catalyst Controle Center doesn't want to start, as it gives me a "AMD Catalyst Controle Center cannot be started. There are currently no ssettings taht can be configred using AMD Catalsyst Controle Center." so I am thinking I need to talk to AMD now...
windows is notorious for thinking the current;ly installed driver is the most optimal one to use,
uninstall the AMD drivers/catalyst, reboot, then install the most current drivers/catalyst
