Agh, I can't even remember if he is necessary to get masterwork items forged. I just know that a short time after entering Skyhold I think I did a war room mission that ended with a "master enchanter" awaiting me in the smithy. It was her that allowed me to actually make masterwork stuff.
Check the missions on the war table, with some luck maybe you won't have to needle Harrty tarrty for it.
The mission on the wartable is to recruit the "arcanist" 🙂
Can't remember what triggered it to be honest.
Its just been there with a few other things.

IIRC it's a Operation that appears around midgame. Once the arcanist is recruited there should be a masterwork slot on crafting recipes.
