Help: Fire staff / staves standard attack always misses except at close range?

Whenever I have a fire staff equipped, on any character, it will always miss the enemy except for when it does that final attack where it shoots 3 projectiles at once, but the standard attacks always...

Fixed it! Or at least for now...
1. I made a copy of the whole installation directory.
2. Went into Origin and uninstalled the game.
3. Copied the installation directory back to where Origin had installed it.
4. Told Origin to install the game again.
5. Removed the extra command line parameters that I had put in:
-GameTime.MaxSimFps 120 -GameTime.ForceSimRate 120+
Fire staves work now :-)
However before all that I did wonder if it was some sort of special graphic effects that was causing it to do that, so I lowered all graphic settings and game difficulty to the lowest possible, this did nothing. Then I did the re-install procedure above, started the game and noticed the settings were still set to the lowest possible, I confirmed the fire staff was working then turned them back up to ultra+ and it has all stayed working.

I also have this problem and once again it is only with fire staves. However, I've noticed a few things about fire in particular and am not sure if it is one of those "working as intended" things:

Fire still hits at SHORT range (about 5 meters or less) albeit VERY loopy. Otherwise as mentioned above, it does a huge arc up and to the right.
The 6th shot burst still works, and still applies burn.
I only started to experience this on Nightmare difficulty; my normal play through worked as usual.
Fire is the only staff that does this. Ice/Lightning works just fine.
The only modification I have made to the game was a command line input to enable cutscenes over 30 FPS through my shortcut.

Outside of that, it's odd. Even NPCs that use fire-based staves can't hit and do not correct range based on this problem, so I'm assuming it is some kind of bug... anyone have any word about this and/or how to fix it?

If it is a bug, it can be surprisingly useful for throwing fire balls over and around things.
