Same issue on the PS4...Guessing this is a bug with the game itself and not specific to which console you're playing on.

Yea im stuck on this quest on ps4. I get to the first line of dialouge outside the keep or whatever with stroud and I get no dialogue wheel. I don't know if I need to do wicked eyes quest first or something. Any suggestions? ??

  Yep I tried a bunch of different wayd but u have to hit the skip real fast before the NPC'S can react keep trying it will eventually work good luck
