how do you activate the console?

In Dragon Age Inquisition whenever I type anything in the console it does not work, I have read online on various sites that I need to enable the console by editing something in the "target" line of the properties of a shortcut of the .exe file in the bin_ship folder however I have no bin_ship folder. Is this a real thing? How do I enable the console so that it will stop telling me that my commands do not exist?
