QFT. $700 will get you a decent video card and processor, with not much left over for a decent power supply, ram, fans, case, hard drive, etc. You're better off getting a PS4 or Xbox One and use the extra money for other games.
What are you laptop's specifications?
I have a low end 3 year old desktop and it runs with frame rates just over 30FPS which is fine at 1600x900.
(AMD A10 5800k + 8GB RAM)

If you want a low budget gaming PC, you have to be willing to buy parts separately and build it yourself, or if the option exists, pay extra to have the store's staff assemble it. Here's a good build for $700 (note, this is a part list, not a completed PC): Edit: Removed outdated link
A pre-built gaming PC costs significantly more. I don't know any good stores in America. The only stores I found that sell PCs, charge absurd amounts of money and don't even include a graphics card.

You have received a variety of comments in reply, here on this website. Your budget is extremely skimpy when the requirements of this game are taken into account. I doubt you'll find much of anything priced below $900 USD, online, not in your local stores, that might meet the demands. These people allow you to name components to assemble into a machine, however you may prefer to be cautious about them, since they cycle between doing fairly well and doing less well, and you want to catch them on an "up" swing.

There are are some HP and Dell computers for 400 to 500 dollar range that would fit the bill. Im thinking something a little better.
a) It doesn't take that much to learn how to build a computer. Anybody can do anything as long as they put a little bit of time into it. Reading helps.
b) Most of the high end cards and CPU are for bragging rights. Unless you are thinking of doing number crunching for fluid dynamics, heat transfer or injection moulding, or video encoding, the latest and greatest just isn't worth it.
I would like to highlight that my $350 system from 2012 is adequate for Inquisition. Most of my settings are on medium, but if I wanted 50+ frames per second, I would change the settings to low.
Here is a breakdown of what you should expect for a mid-high performance system
Motherboard - $80
Quad/Hex/Octo Core CPU (3 or more GHz) - $150
Heat sink for CPU - $30
8GB RAM ddr3 1866 - $50
Video Card - $120
Power Supply 600W - $70
Case, keyboard, mouse - $50
Window 8.1 OS - $100
Total : $650
(Edit : I forgot the Hard Drive- you could just take the one from your laptop, and perhaps avoid getting another Windows licence. If not, add another $50 for a 750GB drive)
If you just want to play games, I would suggest getting a console which will in turn cost much less. It may take out the fun of building a system, but modern consoles are made for ease of use.

you are not going to get anythign you will be happy with for 500-700$.
almost half that will be the cpu/gpu (150 for CPU and 250 for GPU for cheap ones) and another 3rd will be the monitor (you need a fast monitor 1 to 2ms response around 200$ for a really cheap one)..
that doesnt leave you with anything else you need.. case, ram, motherboard, hard drive, power supply, keyboard, mouse..
Decent gaming computer will cost you at least 1500$
PS, the min requirements are not for optimum quality, you need a computer that is well above those.
