If you havent done many main story quests thats why, the more you do the more dialogue you can use
But I've already don a ton of main story. Enough that I've done nearly all of Dorian's storylne. I just killed the bad Warden with Hawke in the desert area.
Different people have different times things unlock at, I would just keep playing the game and check in with him now and then after main story stuff. There are only so many options they can put in so they need to be spaced out
Check the war table for things from him too
