Iron Bull Didn't Show up in Storm Coast

I entered Storm Coast and have now explored most of the region and Iron Bull never showed up. How do I add him to my party now?

    Yes, it will be available after Val Royeaux.

    Did you get the invitation in Haven first?

    Well I scouted the Storm Coast region in the war room since that mission was available, then I went to visit. Do I need to talk to an NPC in Haven first?
