Josephine's Inner Circle quest "An Unexpected Engagement " issue/bug?

The journal states I have to go to Val Royeaux to duel her fiance, but when I go to Val Royeaux no cutscene occurs and he is no where to be found...Also weird thing is when i hover over Val Royeaux on...

I have also had this issue. For more context i think it might be because i also had Blackwall's quesr when i went to Val Royeux. I think this caused only Blackwall's quest to trigger. I have found no way to workaround this bug.
