King Alistair when he is a Grey Warden?

So I'm doing another playthrough and I chose mages even though I restarted so I could have Alistair instead of Stroud, but in the end of Mages missions Alistair still shows up as king? Does this mean...

Did you export the last version of your world state from within the keep? It looks like the wrong choice got flagged.

Import only happens at the beginning of the game, so if you want to see the results of your change in a play, then a new game will have to be started.
