Last Resort of Good Men

I can't seem to get this quest to trigger. I have high approval with Dorian and have finished "One Less Venatori". I've unlocked the Arbor Wilds so I'm relatively close to finishing the game. Wondering if this is a glitch? Or have I missed something?
