Literally Cannot Select Main Mission Wicked Heart or Abyss.

I can select the missions but it will not give me the tarot cards to activate the missions. I have all the steps leading up to it done. Both main mission require me to go to the war room to select the missions but again, It will not let me select any tarot cards, because none show up. I can go to other lands and do other activities but the main missions cannot be selected.
