No beasts/animals spawning in hissing wastes

I went to try and farm some lurker scales and I realized there weren't any animals spawning in the Hissing Wastes. I tried travelling out and back, closing the game and restarting, all to no avail. ...

I ended up killing the venatori in the area and then animals came back, perhaps because I discovered the venatori, but didn't fight them some glitch caused only them to always load no matter where I was on the map and therefore nothing else to?

Bump as nothing has changed, I still don't have any animals in the Hissing Wastes. I killed the dragon and the wyvern, but there was just the one special wyvern. i progressed the story and still nothing. I found a missing patrol with spiders around them, but that's it as it was connected to a mission, no random spawns of any sort, no blue rams, fennecs, other spiders, etc.
