Northernmost landmark in Emerald Graves

I cannot claim this landmark even though I am not in combat with the resident dragon. Bug?

Get close enough to target dragon but not get into combat. Use tactical on the dragon to discover the weakness it has. Once you know that weakness go back to Skyhold or camp and setup your party to take advantage of it. Swap runes, weapons, spells if you can. Some dragons are easy to put down with frost for example, one needs Spirit, another fire.

You can CLAIM that landmark ONLY after you defeat the dragon !
It has been like this since day 1.
I don't think is a bug but an intended feature.🙂

Sorry, I haven't ever been able to kill a dragon even though we are level 17. He eats us every time. In Skyrim, it was easy peasy to kill dragons, but here it seems to be impossible. Any hints about that?
