I did that near all three locations, fast traveled out of the city, back to it and still the search would not "find" the item so I could interact with it on multiple quests it is the same way find the key..... I can see the key on the ground but can not pick it up found the gears installed them, can not turn them once installed........

that is my main issue, can not complete quests because it will not activate the interaction with the item. my secondary issue is the horse on an older character ( I have been nowhere near the stable to pop the bug of invisible horse) can not summon the horse, and new characters never get the horse, it's not at the quest marker when I run up, verified by deleting at least 8 saved games and starting over.
