Hey guys. I enconter the same issue. No fullscreen on my 860M Optimus Notebook from Gigabyte.
I can play fullscreen alright on my desktop with GTX 970 though. DPI settings are reverted to 100 %.

To those with an optimus system (860m myself - lenovo Y50 powaaa), intel has updated their drivers for the 4600 igp which fixes the scaling issue. You have to install them manually from the zip (i.e replace those provided by the constructor).
Enjoy.

I believe I understand what you are saying, but can you explain a bit more? I downloaded the zip file, setup doesn't work as I believe you stated. Amy I copying and pasting the whole thing to the appropriate directory?
Thanks for the tentative fix!

I don't see any newer driver on the Intel website than the one I have. (3960 from Oct. 3rd) Issue persists.

Updated the driver, it has the same Scaling options. And the Issue is still there.
