I have the same problem too. new lenovo with the gtx 860 m, with 4k uhd screen.
The temporary solution i have used is to turn down my screen resolution in windows to 1600x900, and run DA:I in windows borderless. also 1600x900.
It's not optimal but at least i dont have to run everything on low setting.

850m on a laptop. Unable to run in full screen mode. I don't have teamviewer or anything else running

Just pinging this thread to keep it in my history. Also somewhat of a PSA to 850/860 owners: The MSAA really kills the FPS in borderless windowed mode! My 4GB Maxwell 860M can run everything in ultra / fade touched at 1920x1080 as long as I turn off MSAA entirely, and to be honest the difference isn't all that noticeable. The increase in all other visual settings is definitely worth it! I should mention that I'm not an absolute zealot for steady 60FPS, as long as I'm above 30, usually hovering around 45, I'm happy.
