Hey Everyone,
If you have not already tried, you should be able to access the keep again. If not clear all browser history and cache and you should be able to log in after that.
I'm having the exact same issue and have been for a while. EA customer service has never been great, but it seems like they basically just ditched support on this product in lieu of automated responses and (if you're lucky) center agents who have zero info on the product. At this point I'd just make friends with the default background for like ..ever.

I'm having this error too ☹️ Will it affect my current playthrough of inquisition or is the initial import during character creation the only time the game needs access to the keep?

It's affecting schematic and collectable synching at the Golden Nug too
