The best solution is to temporarily take your Xbox offline (unplug ethernet cable or disconnect from your wifi). Once the game has loaded up, go to Options > Account > Uncheck "Always log me in".
I was having problems with this too when I decided to start playing the game again. Taking my Xbox offline works to get around, but I didn't like that solution, it was too much trouble. Can't believe a year and a half later they have not fixed this.
By unchecking the auto login function, you no longer need to take your Xbox offline prior to launching the game. It will take you to the main menu immediately and then you can choose to sign into the Dragon Age servers if you want.

I have the digital version of DA:I, am I not required to be connected to the net in order to load any digital game?

As of now (04 AUG 2018), this is STILL an ongoing problem. I can connect to the DA server just fine on my Xbox 360, but absolutely cannot connect from my Xbox One, no matter what. I've tried every recommended "fix" with no success whatsoever. Given the fact that it's now been literally YEARS since people first reported this issue, I highly doubt EA has any intention of ever fixing this problem.
