Origin Update(?) made Dragon Age Unplayable (Frame rate choppy)

I was playing the game fine using a fix involving adding this line: -GameTime.MaxSimFps 60 -GameTime.ForceSimRate 60+  to the command line in the short cut. However, today Origin updated something and now the game runs like total garbage with and without the fix that was working before.

* I play with Origin in Offline Mode, no display

* The only other background program I have active while playing is Chrome, but even shutting chrome down does not resolve the issue.

* Restarting has not fixed the issue.
