@CowboyTwo1 Are there also no Freemen left in the Exalted Plains? I thought they stuck around there regardless of whether you cleared them out of the Emerald Graves.

Modders have somewhat fixed this issue for PC (by making certain stores sell requisition items), unfortunately that's not an option for those on console or those on PC who don't want to use any mods. Luckily requisitions aren't necessary, and don't really give much in the way of reward, it's only an issue for those who want to completely clear out their quest journal.

Good to know! Thanks. I haven't gotten there yet. It's my next stop.

And, yes, I'm a little retentive about completely clearing out my quest journal.
