Aye, I'm asking as most of those reporting post-patch 2 issues are related to CPU -usage, and are seeing differing symptoms. It sounds like whatever changes made in patch 2 are triggering an issue on the machine, and if that issue can be found then you should be good going forward.
You can perform a pseudo-rollback by going to Origin Games\Dragon Age Inquisition\Update and moving the Patch folder to desktop. However this comes with the very notable drawback of invalidating your saves until you update/replace the folder and might not be enough to affect your issue anyway.
It might be worth doing so, then starting a new game and using the resource monitor to check for differences.

Wait, does this result in the game going to the retail version like no-patch version?

If I remove the patch folder , The game doesnt even get to Bioware screen
If I remove the things in the patch folder : Same result.
Im fed up . .
You shouldnt have to have a minor in computer science to be able to play a goddamn game ..
make these user logs , underclock/overclock your GPU/CPU, monitor this, disable that , try this . . etc etc
Ive got a solution for you: Try releasing a game that WORKS!
Its odd that any other game i have installed works perfect (yes even the GPU/CPU demanding ones) , without me having to tinker with anything, adjust every other setting and be ready to shoot myself in the face
Where do i go for a refund ? No refund ? Oh well then .. Here EA/Bioware take my money , let me just bend over . . Whats that ?`No reach-around?
Worst date ever!!Bear in my mind this is a post -after- I censored myself . . .
Thanks for trying to help EA_David. . I will check in when you (hopefully) release a Patch 3
