It's kind of just a big mess, mostly all of the problems are all related to one or the other. Some people are experiencing the "extreme load object distances" problem like me, and others are getting "directx crashes", unlike me.
EDIT: I have only gotten the directx crash ONCE out of 34 hours of game time.

but both are related to draw distances.... which cause the allocation to be come extreme.... even byond the point of what is physically there.
i was just doing a playthrough with my R9270s, and had teh screen info overlayed while i was playing, and it was saying that it was using 2673 MB / 2048 MB on my gpu
i have 32GB of ram in my system, so i turned of the page filing... and the game was allocating upto 16GB to the page file

Well some people on the forums say the game plays just fine for them on High or Ultra, and I'm curious on why.

pretty much, yep.
with so many pc users having different configurations, the resource allocations are different.
difference between 512 MB, 1GB, 2,GB, etc gfx cards...whether they are factory overclocked or not.....
nidiva or amd, or intel, gfx cards,
amd, intel cpus, different cache levels,
all the different types of hard drives and capacities... different page file sizes,
different types and amount of ramm installed...
so yep.
but the one thing in common that all of these have is the game... and how it, origin, and the different OSs interact with it.
and in most cases, they don't play nice together.
