Poor framerate on new MacBook Pro with GeForce Gt 750M via Bootcamp.

The minimum is stated in terms of desktop devices because of the standards applied. There are no standards at all for mobile video, but on average, those are 20% poorer than the same base CPU chip in a desktop. You are well below minimum, in other words. If you did meet what minimum amounts to, you would only get Low Graphics, Medium screen resolutions, and Moderate Frame rates of 40-45 FPS.
