I'm having the same issue on PC except that I have not judged her yet. The mission notification popped up to go sit in judgement, but I finished everythng else up in the area first. I even tried to finish up Quarry Quandry, but she's no where to be found in the town and the marker is pointing me in the middle of no where near that frozen waterfall.
Just wanted to chime in that I am having this issue as well on the PS3. It looks like it is consistent across consoles.. I really hope this is fixed soon. Other than conversations freezing this is the only other problem I have had so far.
