Problem with high stakes quest
Got this quest from Charter in Crestwood, I found butcher, now it's asking me to report back to Charter but I can't open dialogue with her? Is it a bug or have I missed something?

Sounds like a bug, you should be able to open a dialogue with Charter at any time (there's a person like that at each keep, generally they'll give you a situation report when you ask).
What system are you on?
Saving and reloading might fix it, or travelling elsewhere and coming back.
