I had this same bug, and created a temporary workaround.
When you first walk into the room that Daniel is in, hug the left wall and use the rocks to ascend to the top of the room, bypassing the cutscene and continuing the quest (you can jump onto the stairs once you're out of rocks, you'll be far enough up that you won't trigger the cutscene). Continue along the path until your minimap lights up with the next group of enemies, then backtrack to Daniel. Go through the conversation, and don't skip any of it. Make sure the camera is centered on the inquisitor and waiting before selecting a response. You should be able to complete the conversation this way. Once I completed it, I had the same loading bug where I could see my action bars and character portraits but click on or do nothing other than jump and walk. I waited a few seconds for the game to autosave and then reloaded, and was able to continue.
