PS4 Multiplayer Install
I don't know if this is a solution or not, but I am able to play Multiplayer now, and skip dialogue in the single player campaign. I'll list the steps I followed below, some of them may have done nothing to help, but it's what I did and finally had it work.
1. Uninstall all data for Dragon Age: Inquisition except the most recent single player save file; I had just finished the tutorial boss (Delete all DA:I online stored data as well).
2. Insert the game disc, and immediately open the game.
3. Once installed and launched let it stay on the main menu and tab to the PS4 Notifications menu and open Downloads (DA:I should be downloading a patch).
4. Install the patch, this will prompt to close DA: I, allow it to install the update.
5. Once the patch is installed re-launch DA: I and let it sit on the main menu for 3-4 hours (or until the system sounds like it's not activly installing off the disc).
6. Once you think it's full installed and updated (don't trust the system information) click "Load" (at this point for me Multiplayer was still greyed out)
7. The character save file that you kept should show, click and launch the game with this character.
8. Once the game is playing "Exit to Main Menu".
9. Multiplayer (if the stars have aligned) should be accessible now.
For all I know this was all simply an issue of having to sit on the menu for full install, but one thing was for sure that playing while this process was happening wasn't working for me. I hope this helps, but again no promises since I don't even know the reasoning behind it finally working for me.
