I am on the PC version.
I had this exact same issue. I had already killed the wyverns. I talked to her and asked about the wyvern. Halfway through her sentence my characters armed themselves for a fight as if there was an enemy nearby. There wasn't an enemy nearby. I go back to Judith and I can only say 'good bye' to her and can never obtain the quest. It is frustrating.
Did get a nice staff from the wyvern though...
