I think i know how this bug works. If you talked to the bookseller before, its over. I could talk to him again to get the quest after i loaded an older savegame(i ve never talked to him). At my first talk with him i choose "bye" because i tried to "hit" the shop. That was a bad idea.
there is no way that im redoing the whole game after i gotten this far , i need a update or patch...someone needs to do a update FAST to fix these bugs!!
